Really, DevOps is about how you take your existing functions of who is building the application, and who's operating the application. In a small company, those might be the same people, and how you empower them to build the software better and operate it more reliably. We really should be focused on what practices you can implement to make the lives of the technical team members who are building and operating this application better and reduce the manual toil that they have to go through in their day-to-day process.
